Gurugram bulk water sales

Gurugram is the rare city where the authority sells bulk water by the tanker load and publishes the transaction record. GMDA logged every load it dispensed for three years - the point it came from, the grade of water, the buyer, and the price - so this page shows what a dark-zone city actually sold, rather than a surveyed household price.

What Gurugram sold, and how that changed

Gurugram sits on a Central Ground Water Authority dark zone, declared in 2008. Across these three years the share of bulk tanker water that was not drinking water rose from 29.7% to 51.2% - potable volume fell 64% while treated and recycled volume held roughly flat. The tariffs did not move over the same period, so this is a change in what was sold rather than a change in what it cost.

Read the falling volume carefully. Total loads drop from 12,336 in 2019 to 7,208 in 2021, but that is not evidence of falling tanker dependence. This is a construction-driven market and 2020-2021 are COVID years, when building stopped. The composition shift above is the finding that survives, because it is a ratio measured inside the same disrupted period.

Who buys it

The three largest buyers alone took 18.8% of everything sold. This is a bulk market of developers, contractors and industry, not a household one - GMDA sells tanker water to construction sites and factories, and the publisher names them.

What this data does not tell you

The published series stops after 2021. Verified 2026-08-14: 2022 through 2026 do not 404 but redirect to an HTML error page served as HTTP 200, so they are absent rather than empty. Watched by the Headwaters entry gmda-tanker-mis.

Do not read the falling volume as falling tanker dependence. Bookings drop 12,337 to 7,208 across 2019-2021, but this is a construction-driven market and 2020-21 are COVID years. The composition trend below is the finding that survives, because it is a ratio measured inside the same disrupted period.

Buyer counts are after normalising corporate-form and site-suffix variants of the same name; the raw column carries more distinct strings than there are buyers.

Two upstream rows across the three years are corrupt and were refused rather than coerced: one carries an epoch-millisecond value in the tanker-size column with zero litres, the other has an unescaped comma in the delivery address that shifts the whole row. Counted per year as rows_rejected.

It also covers only what GMDA itself sold. Gurugram has a private tanker market alongside this one, and no public record of it exists - so this is the floor on tanker dependence, not the total.
