How to read this: Vaigai Dam is a multi-purpose state irrigation reservoir, shared across Madurai, Theni, Sivagangai and Ramanathapuram districts for fields and drinking water both. Madurai's allocated drinking-water slice is a small fraction of total dam storage, and we haven't yet found a public daily feed for the city's WTP or distribution data. So the dam's fill level shows reservoir health, while the four numbers below show the city's contractual allocation and recent draw. Source.
